Their greatest achievement of the Aenigma became what is known as the Consortium.

The Consortium grew into a collection of thousands of planets that combined their economies, cultures, and militaries into a galaxy-wide civilization. With each world that joined, attempts were made to minimize the watering down of their cultures as they received visitors, or citizens, from other Consortium worlds as tourists.

For a planet to join the Consortium, a decades-long process had to occur. Once all races, countries, and cultures on a planet agreed to join, membership would be given and all the benefits, be that financial, scientific or otherwise, could be enjoyed.
